Global Governance System Reform and China’s Participation in Profound Changes Unseen in a Century

百年未有之大变局时代背景下,全球治理体系主要行为体的力量对比和格局发生深刻变化,由此所引发的大国战略竞争导致百年未有之大变局将长期处于大国间的对立冲突之中。由于中美两国在全球治理体系中共“进”并展开新的较量,导致全球治理体系变革面临着陷入“中西对立”的陷阱、全球治理体系权威性与合法性双重缺失、全球治理体系主要行为体间价值共识缺失等多重挑战,严重削弱了全球治理体系的有效性。基于此,中国作为国际秩序的维护者、建设者、改革者、贡献者,应重点做好以下工作:理性面对现行全球治理体系,在中美共“进”中实现合作共赢;理性看待现行全球治理体系的治理机制,积极推动全球治理体系治理机制的创新、改革与完善;重建中美双方的价值共识,持续推动构建人类命运共同体;构建共商共建共享的全球治理体系,形成推动全球治理体系变革的合力。只有这样,才能在中美双方的合作共赢中推动全球治理体系变革,进而实现各方利益的最大公约数。

In the context of the profound changes unseen in a century,the balance of power and the layout of the main actors in the global governance system have undergone profound changes and he strategic competition among major powers triggered by these changes has led to the situation that the profound changes unseen in a century will long exist in the oppositions and conflicts among major powers.Due to the common"progress"taken by China and the United States in global governance system,and the newly launched contest,the reform of the global governance system is facing multiple challenges,such as falling into the trap of"confrontation between China and the west",the lack of authority and legitimacy of the global governance system,and the lack of value consensus among the main actors of the global governance system,which seriously weakens the effectiveness of the global governance system.For this reason,as a maintainer,constructor,reformer and contributor of the international order,China should ensure the completion of the following work:Rationally face the current global governance system and achieve win-win cooperation in the common"progress"process of China and the United States;Rationally regard the existing governance mechanism of the global governance system,and actively promote the innovation,reform and improvement of the global governance system’s governance mechanism;Rebuild the value consensus between China and the United States,and continue to promote the construction of a community with a shared future for mankind;Build a global governance system based on extensive consultation,joint construction and shared benefits,and form a joint force to promote the reform of the global governance system.Only by this can the reform of the global governance system in the win-win cooperation between China and the United States be promoted,thus to achieve the greatest common divisor of the interests of all parties.
