城市社区治理有效性何以实现?——基于26个典型案例的模糊集定性比较分析

How to Realize the Effectiveness of Urban Community Governance?—— A Fuzzy-Set Qualitative Comparative Analysis of 26 Cases

社区是社会的基本构成单元,社区治理是社会治理的源头和支撑点,也是国家治理的根基。随着我国社会主义市场经济发展和政府职能转变,社区作为联结居民的“最后一公里”,在城市发展和社会治理中发挥越来越重要的作用,学术界对社区治理有效性的关注度越来越高。基于基层社会治理这一微观视角,将观察焦点定位于城市社区,采用元治理理论,运用模糊集定性比较分析方法,从主体、资源、管理、制度、理念五个维度探讨新时代下城市社区治理有效性的影响因素及实现路径。研究结论表明,社区治理有效性的实现是多种条件组合产生影响的结果。社区治理有效性的实现属于复杂因果关系多重并发的问题,不同条件的路径组合将有助于实现社区治理有效性。据此,为从事城市社区治理研究工作的理论界和实务人员提供借鉴。

The community is the basic unit of urban society,and community governance is the source and support point of social governance,as well as the foundation of national governance.With the development of China’s socialist market economy and the transformation of government functions,as the"last mile"connecting residents,community plays an increasingly important role in urban development and social governance.The academic and practical circles pay more attention to the effectiveness of community governance.Based on the micro perspective of grassroots social governance,this research focuses on urban communities,adopts meta-governance theory and fuzzy-set qualitative comparative analysis methods to discuss urban communities in the new era from five dimensions:subject-resources-management-institution-values,analyze the influencing factors of governance effectiveness and implementation path.The research conclusions show that the realization of the effectiveness of community governance is the result of a combination of multiple conditions.The realization of the effectiveness of community governance is a multiple concurrency problem of complex causality,and the combination of paths with different conditions will help to achieve the effectiveness of community governance.Accordingly,this article hopes to provide suggestion for theoretical and practical personnel engaged in the research of urban community governance.
