利益冲突下的海洋生态环境治理困境与行动逻辑——以黄海海域浒苔绿潮灾害治理为例

Dilemma and Action Logic of Marine Ecological Environment Governance under Interest Conflict:Based on the Case of Enteromorpha Disaster in the Yellow Sea

新的时代背景下,海洋生态环境治理已经成为国家生态文明建设的重要部分。但是由于海洋环境的跨地域性及环境治理本身的公共性等特征,目前我国海洋生态环境治理存在着诸多问题,治理效果不甚理想。从利益分析的视角发现,多元治理主体内部及主体间利益冲突是海洋生态环境治理困境产生的主要原因。基于"事件情境—行动过程"的研究思路,多元利益协调下海洋环境治理的行动逻辑,应从制度安排、利益补偿、利益争端调解和利益共享保障机制等方面入手,化解利益冲突,提升我国海洋生态环境治理效率与质量。

In the new era,marine ecological environment governance has become an important part of national ecological civilization construction.However,due to the cross-region nature of the marine environment and the public nature of the environmental governance itself,there are many problems in China’s marine ecological environment governance,and the governance effect is not ideal.From the perspective of interest analysis,interest conflict within and among the multi governance subjects of marine ecological environment is the main reason causing the current dilemma in environmental governance.Taking the governance of Enteromorpha disaster in the Yellow Sea as an example,using the research methods of"event situation——action process",the action logic of marine environmental governance under the interest coordination of multiple subjects are discussed.To resolve the interest conflict,institutional arrangement,interest compensation,interest dispute mediation and interest sharing guarantee mechanism should be implemented,so as to improve the efficiency and quality of marine ecological environment governance in China.
