随着行为经济学在公共政策、公共管理领域的广泛运用,构建一门行为公共管理学学科的声音日渐强烈。行为公共管理学不能泛化为公共管理的心理途径,它在假设、理论、方法和准则有着独特的科学属性,主要是使用与理性假设不同的心理假设去开展研究,去解释和预测真实世界中的行为,并尝试提供新的政策方案。欧美的经验表明,行为公共管理学的实践转化具有独特的历史资源和文化支撑,是对传统家长主义的现代化改造。中国独特的文化传统、认知结构和日常生活,构成了异常丰富的本土资源,为建立本土化的行为公共管理学提供了有利条件。要基于科学化与本土化的双重建构,发展中国场景下的行为公共管理学,为开创"中国之治"提供新的智慧和力量。

With the widely use of behavioral economics in the field of public policy and public administration,the voice of constructing a discipline for behavioral public administration(BPA)has becoming increasingly higher.Behavioral public administration cannot be generalized as a psychological paradigm in public administration.It has its own unique science feature in assumptions,theories,methodologies and criterions.It mainly adopts psychological assumptions,which is different from the assumption of"rational economic man".It explains and predicts behaviors in the real world,trying to provide new policy solutions.Those experience of America and Europe suggests that the transformation of practice in behavioral public administration has special historical resources and culture support.It is the modern reform of traditional paternalism.China’s unique cultural tradition,cognitive structure and daily life(style)constitute the incredibly rich local resources——which provide a big advantage for the localization of behavioral public administration.Based on the dual construction of scientization and localization,the development of behavioral public management under the Chinese scene will provide new wisdom and power for the creation of China’s"way of governance".
