组织化过程中政策工具与组织协作的协同关系分析——基于1989-2019年城市社区服务的政策文本研究

The Collaborative Relationship between Policy Tools and Organizational Cooperation in the Process of Organization:Based on Policy Texts of Urban Community Service from 1989 to 2019

组织化为政府推进城市社区服务供给提供了持久动力。政策工具与组织协作是共塑组织化的重要因素,经资源输送联接以制度化形式嵌入公共政策中。在政策工具理论基础上,构建了政策工具维度与组织协作维度的分析框架,以1989年至2019年我国城市社区服务的117份政策文本为研究对象。经研究发现,二者的协同关系表现为相互依存的共生关系。通过资源俘获行为、工具校验机制与服务累积效应共塑了协同关系的生成机理,及资源交换与资源分配、组织协作重心下移与组织协作横向扩散共塑了协同关系的生成路径,其共同推动组织化过程导向渐进组织化。在此过程中,政府推动组织化的治理策略倾向以强制管控为保障,偏好向上收拢控制权;以资源供给为杠杆,偏好运用行政资源提取社会资源。

Organization provides a lasting impetus for the gover nment to promote the supply of urban community services.Policy tools and organizational collaboration are important factors for co-organization,which are embedded in public policies in an institutionalized form through the bridge of resource transmission.Based on the theory of policy tools,an analytical framework for the dimensions of policy tools and organizational collaboration is constructed,and 117 policy texts on urban community services in my country from 1989 to2019 are the research objects.Research has found that the Collaborative Relationship between the two is manifested as a symbiotic rela-tionship of interdependence.Through resource capture behavior,tool verification mechanism,and service cumulative effect,the generation mechanism of Collaborative Relationship has been shaped,and the generation path of collaborative relationship has been shaped by re-source exchange and resource allocation,the downward shift of organizational collaboration and the horizontal diffusion of organizational collaboration.They promote the process of organization to incremental organization.In this process,governance strategy of the govern-ment’s promoting organization tends to use compulsory control as a guarantee,preferring to consolidate control power;using resource sup-ply as a lever,preferring to use administrative resources to extract social resources.
