基层干部协商式决策偏好的影响因素——基于全国16省份36市基层干部的问卷调查分析

The Influencing Factors of Deliberative Decision-making Preference of Grassroots Cadres——Based on the Questionnaire Survey and Analysis of the Grassroots Cadres in 36 Cities in 16 Provinces

协商式决策作为一种民主、科学的决策机制,为基层干部开展公共决策提供了新渠道。通过分析面向16省36市基层干部开展的协商民主调查问卷,运用二元回归分析方法,探讨协商民主认知度、干群观念、垂直信任度和政治环境对基层干部协商式决策偏好的影响程度。研究结果表明,基层干部对协商民主的认知度越高,其协商式决策偏好越明显;"以民为本"的干群观会使基层干部偏好协商式决策,而"替民做主"的官本位思想致使基层干部轻视协商在决策中的作用;垂直信任度对基层干部的协商式决策偏好有较大影响,基层干部对群众参与协商的有效性评估越高,其在决策时越愿意采用协商方式;基层干部协商式决策偏好还与政治环境存在相关性,主要受到协商民主实施条件成熟度、干部服从性的影响。为了促进公共决策科学化、民主化,需要不断提高基层干部对协商民主的认知水平,使其树立协商于民和协商为民的观念,积极建设以垂直信任为关键的政务诚信,始终坚持协商于决策之前和决策实施之中,促使基层干部养成协商式决策偏好和习惯。

As a democratic and scientific decision-m aking mechanism,deliberative decision-making provides a new channel for grassroots cadres to carry out public decision-making activities.By analyzing the questionnaires of deliberative democracy of grassroots cadres in 36 cities in 16 provinces,and using binary regression analysis methods,we explored the impact of cadres’awareness of deliber-ative democracy and their concept to the masses,vertical trust and political environment on deliberative decision-making preference.The research results show that the higher the level of grassroots cadres’awareness of deliberative democracy,the more obvious their prefer-ence for deliberative decision.And the"people-oriented"cadre-group view will make grassroots cadres prefer deliberative decision,but the official-standard thought of"being the master for the people"will cause grassroots cadres to despise the role of deliberation in deci-sion-making.Besides,vertical trust has a greater impact on grassroots cadres’deliberative decision preference,and the higher the effec-tiveness of cadres’evaluation of mass participation in deliberation activities,the more willing they are to adopt deliberative method.What’s more,the deliberative decision preference of grassroots cadres is also related to the political environment,which is mainly affected by the maturity of the implementation conditions and cadres’obedience.In order to promote the scientization and democratization of pub-lic decision-making,it is necessary to improve the level of grassroots cadres’awareness of deliberative democracy continuously,so that they can establish the concept of deliberation for the people,actively build a government integrity system with vertical trust as the key,always insist on deliberation before and during the implementation of the decision-making,and promote grassroots cadres to develop the preference and habit of deliberative decision-making.
