元代杂造局是地方军需后勤机构,主要以生产各种军需品为主。元代杂造局地域分布广泛,北方和江南等地均设有杂造局。杂造局内官吏设置因级别高低而异。级别较大的杂造局内设有达鲁花赤、大使、副使及其他官吏。而级别较小的杂造局内仅设有大使、副使等。除达鲁花赤外,杂造局内官吏以汉人为主。
