全球治理下的教师学习新空间与新模式:对PISA4U项目的观察

New Space and Mode of Teacher Learning Supported by Global Governance:the Case of PISA4U

摘要 经合组织发起的在线专业学习项目“为你准备的PISA”(PISA4U),为教师提供了基于PISA内容的结构化学习模块和点对点的协作活动。PISA4U由课程学习平台与学习社区两部分构成,作为一种数字化的基础设施与新的组织形式,将教师作为相互联结的专业人员打造了全球治理背景下教师专业学习的新空间与新模式。研究介绍了PISA4U作为教师学习新空间的三个特点:真实的实践情境、共同价值观和规范的“认知社区”以及赋予教师专业学习新意义。研究阐述了PISA4U通过赋予参与者“新”身份定位专业学习目标,提供结构化专家资源明确专业学习内容,形塑了教师专业学习的新模型。研究指出PISA4U的实质是基于平台的教育治理。最后对经合组织围绕PISA4U构建学习空间、释放PISA诱惑力、巩固其权威地位进行了反思。 The online professional learning programme PISA for You(PISA4U)was developed by the OECD,provides teachers with structured learning modules and peer-to-peer collaborative activities based on PISA insights.The platform ofPISA4U consists of two parts:PISA4U Program and PISA4U network.As a digital infrastructure and a new organizational form,PISA4U creates a new space and a new model for teachers'professional learning.This study introduces three characteristics ofPISA4U as a new learning space for teachers:real practice situation,"cognitive community"with common values and norms,and new meaning for teachers'professional learning.The research also expounds that PISA4U has shaped a new model ofteachers'professional learning by giving participants a"new"identity to locate professional learning goals and providing structured expert resources to define professional learning content.The research points out that the essence ofPISA4U is platform-based educational governance.Finally,it reflects on the real purpose of OECD to expand its authority through global governance.
