作为乡村“治理术”的农村职业教育:内涵与路径

Rural Vocational Education as A Rural “Governance Technique”: Connotation and Path

发展农村职业教育是国家对乡村社会实施有效治理的重要手段。农村职业教育传导并形塑了国家乡村治理目标,在积极的"形象"建构中吸引农村民众广泛参与,奠定治理的群众基础,同时通过完善多元功能保证治理能力。作为"治理术",农村职业教育要面向复杂经济社会背景下乡村社会的"人心优化"、"秩序生产"和"能力生成"三大主题,积极发挥治理功能。基于乡村社会"善治"目标,应从乡村社会治理现代化的角度认识农村职业教育发展问题,提升农村职业教育的乡村治理价值意识,通过完善实践框架不断改进治理能力,构建多元共治的农村职业教育治理框架,实现"以教育促治理,以治理强教育"的教育与治理协同改进格局。

The development of rural vocational education is an important means of effective governance of rural society.Rural vocational education conducts and shapes the goal of national rural governance,attracts rural people to participate in the positive"image"construction,lays the mass foundation for governance,and ensures the governance ability through improving multiple functions.As a"governance technique",rural vocational education should face the three themes of"people’s optimization","order production"and"ability generation"in rural society under the complex economic and social background,and actively play the governance function.Based on the goal of"good governance"in rural society,we should understand the development of rural vocational education from the perspective of modernization of rural social governance,enhance the awareness of rural governance value of rural vocational education,constantly improve the governance ability through improving the practical framework,and construct a governance framework of rural vocational education with multiple governance,so as to realize the collaborative improvement of education and governance featured by"promoting governance by education and strengthening education by governance".
