Making Undergraduate Education as Foundation and University Governance Structure

我国政府追求早日建成高等教育强国的目标,最大限度地调动了大学开展学科建设的主动性和积极性,不过这样的"追赶"逻辑客观上导致"对不太容易快速出成绩"的本科教育的忽视。大学校长、院长和学科带头人都有任期或者聘期,在现有的评价体系下其施政重心往往放在科学研究和师资建设上,客观上挤压了对人才培养的投入力度。大学人事评价导向不可避免地与学科建设的贡献度挂钩,相应地,大学教师的大多数精力和时间投入科学研究。大学生较多关注的是文凭的功用价值,提升文凭的含金量反而成了可有可无的追求。只有建立起重视一流本科教育的大学治理格局,将其重要性提至大学发展价值序列的第一位,才有可能建成一流本科教育,从而真正支撑起"双一流"建设。

Our government is pursuing to build a strong country in higher education as soon as possible.It maximally mobilizes the enthusiasm of the university discipline construction.Undergraduate education is not easy to do well.So some universities ignore this work.University presidents,deans and academic leaders all have tenure.Their work focuses on teacher development and scientific research rather than talent cultivation.University faculty also focus on scientific research.College students focus on the utilitarian value of the diploma.Only by establishing the interest structure of attaching importance to firstclass undergraduate education can we truly support the construction of double top-class.
