我国数字内容产业新质生产力政策体系梳理——基于文本的分析

The Policy System of New Productive Forces in China's Digital Content Industry——Based on the Sorting of Relevant Policy Texts

2024年的《政府工作报告》把“大力推进现代化产业体系建设,加快发展新质生产力”列为国民经济和社会发展的首要任务,同时提出培育新兴产业、布局未来产业、提质传统产业、促进数实融合等4个方面的行动举措。近年来,在国家数字化战略的引领下,我国数字内容产业呈现快速发展的良好态势,成为全球最大的数字内容生产、发行与消费市场之一。作为技术和知识密集型的新兴产业,数字内容产业已经远远超出传统文化产业的边界,广泛辐射上下游众多行业,不仅兼具国家软实力和硬实力,更是文化产业领域新质生产力的先进代表。为推进数字内容产业高质量发展,文章尝试结合现行国民经济行业分类相关统计标准对我国数字内容产业新质生产力构成进行分析。

The 2024"Government Work Report"listed"vigorously promoting the construction of a modern industrial system and accelerating the development of new productive forces"as the primary task of national economic and social development,while proposing four action measures including cultivating emerging industries,arranging future industries,improving traditional industries,and promoting the integration of digital and real economy.In recent years,under the guidance of the national digitiz ation strategy,China's digital content industry has shown a good trend of rapid development,becoming one of the largest digital content production,distribution,and consumption markets in the world.As a technology and knowledge-intensive emerging industry,the digital content industry has far exceeded the boundaries of traditional cultural industries,widely radiating numerous upstream and downstream industries.It not only combines national soft power and hard power,but also serves as an advanced representative of new productive forces in the field of cultural industries.To promote the high-quality development of the digital content industry,this article attempts to analyze the composition of new productive forces in China's digital content industry by combining relevant statistical standards for the current national economic industry dlassification.
