目前,愈来愈多的项目开始选用EPC工程总承包管理模式,此模式下发包人(业主)不会过于严格地控制总承包人,给总承包人在建设工程项目建设中较大的工作自由,但发包人对项目的帮助和工作支持力度同样会减弱。EPC项目中联合体对工程建设项目的设计、采购、施工、试运行等实行全过程承包和负责;此工程模式中的合同条款明确预算和结算关系:工程中由于施工和设计原因所造成的签证变更,联合体将不再具有经济收益,施工图预算为工程结算最大值,预算和结算完全基于施工图设计。然而EPC项目工程模式下由于联合体管理经验不足、设计人员水平参差不齐和报建报装时间上的特殊性;经常会出现专项设计和深化设计无法入图或入图不及时,从而导致施工图设计不完整,工程预算工程量缺失,清单缺项漏项。因此EPC项目工程前期即施工图设计阶段,所有工作必须以满足工程预算为主线,以施工图设计为重点,从工程界面划分、施工图质量、外部因素影响3面为着手点。

At present,more and more projects begin to choose EPC engineering general contracting management mode,under which the employer(employer)will not control the general contractor too strictly,and give the general contractor more freedom to work in the construction of construction projects,but the developer’s help and work support to the project will also be weakened.In EPC project,the consortium shall carry out the whole-process contract and be responsible for the design,procurement,construction and trial operation of the engineering construction project.The contract terms in this project mode define the relationship between budget and settlement:the consortium will no longer have economic benefits for the visa changes caused by construction and design reasons in the project.The construction drawing budget is the maximum value of the project settlement,and the budget and settlement are completely based on the construction drawing design.However,due to the lack of consortium management experience,the uneven level of designers and the particularity of construction and installation time in EPC project engineering mode,It often occurs that special design and in-depth design cannot be included in the drawing or the drawing is not included in time,which leads to incomplete construction drawing design,project budget and project quantity missing,and missing items in the list.Therefore,in the early stage of EPC project,namely the construction drawing design stage,all the work must be focused on meeting the project budget,focusing on the construction drawing design,and starting from the three aspects of engineering interface division,construction drawing quality and external factors.
