主要对如何促进EPC总承包模式中设计与施工一体化管理,提出了当前EPC总承包管理中存在的设计与施工体制分离,总承包实际的管理体系、经营条件、传统工作模式与工程总会承包运作规律不匹配,业主操作的不规范,以及目前国家对于EPC的政策法规对建设行为缺乏约束条件等问题,并对相应对策进行了几点探讨。

The article mainly on how to promote the integrated management of design and construction in the ePC general contracting model,putforward the design and construction system separation existing in the current EPC general contracting management,the actual management system,operating conditions,traditional working mode and the engineering general contracting operation law do not match,the owner’s operation is not standardized.As well as the current national policy and regulations for EPC on the construction of the lack of constraints and other issues,and the corresponding countermeasures have been discussed.
