Traffic organization and diversion during the upgrading and reconstruction of old municipal roads in the urban core area and reducing the impact of the construction process on citizens’travel,production and life are common problems faced by the project participants.This paper summarizes the conventional practices in detail from the aspects of traffic organization guidance principles and guidance plan preparation,approval,and implementation.
