Study on the Whole Cycle Planning of Metro Project Construction in PPP Mode

我国城市轨道交通已进入快速、有序发展阶段,随着PPP模式较多的应用于地铁项目,地铁PPP项目建设的全周期筹划的合理与否,对项目实施的工期、质量、安全和投资等均有较大的影响。结合我国地铁建设基本程序,本文以南京地铁5号线PPP项目为例,从地铁项目工可阶段、设计阶段、建设实施阶段、验收阶段、特许经营阶段、移交阶段,对PPP模式下地铁项目建设全周期筹划进行研究,尝试对类似项目提供一定的理论建议。

Urban rail transit in China has been in the stage of rapid and orderly development. As more PPP modes are applied in Metro projects,the rationality of the whole cycle planning of Metro PPP project construction has a great impact on the time limit,quality,safety and investment of project implementation. Combined with the basic procedure of Metro Construction in China,this paper takes the PPP project of Nanjing Metro Line 5 as an example,the whole cycle planning of metro project construction in PPP mode is studied on the stages of feasibility,design,construction implementation,acceptance,franchise and transfer,and some theoretical suggestions are provided for similar projects.
