从“碎片”到“整合”:失能老人社区居家养老服务供给主体协同治理路径

From"Fragmentation"to"Integration":The Collaborative Governance Path for Service Providers of Community and Home-based Care for the Disabled Elderly

文章采用质性研究方法,使用半结构式访谈法收集资料,共访谈25名失能老人、家庭照顾者及专业人士,并基于协同治理理论,分析了失能老人社区居家养老服务供给主体协同治理的现实困境与优化路径。研究发现,失能老人社区居家养老服务供给尚不能满足失能老人的养老需求,多元服务供给主体协同治理效能较低,服务供给主体角色失衡、服务供给资源碎片化、服务悬置(1)等困境凸显。失能老人社区居家养老服务供给主体应加强联动协同,基于需求提供养老服务。激发服务供给主体动力、建立服务供给主体联动机制、增强服务精准供给能力,满足失能老人多样化的养老服务需求,增进社会福祉。

The paper adopts a qualitative research method,utilizing data collected through semi-structured interviews.A total of 25 elderly people with disabilities,family caregivers and professionals were interviewed.Based on the theory of collaborative governance,this paper analyses the practical difficulties and optimization paths for collaborative governance of service providers of community and home-based care for the disabled elderly.The study finds that the supply of community and home-based care services for the disabled elderly is still unable to meet their needs.The effectiveness of collaborative governance of multiple service providers is relatively low,highlighting the prominent difficulties such as imbalance in the roles of service providers,fragmentation of service resources,and suspension of services.The service providers should strengthen linkage and coordination,and supply care services for the elderly based on their demand.It is proposed in this paper to stimulate the motivation of the service providers,establish a linkage mechanism among them,and enhance the precision of service supply,so as to meet the diverse needs of elderly care for the disabled elderly and improve social welfare.
