城市失能老年人家庭照护者需求与政策支持研究——以华东地区N市C区为例

Research on the Needs of Family Caregivers for Disabled Elderly in Urban Areas and Policy Support:A Case Study of District C,City N in East China

随着家庭结构的转变,家庭养老功能逐渐弱化,家庭照护者的负担日益严重。文章对华东地区N市C区部分失能老年人家庭照护者进行访谈,发现其主要存在经济支持需求、身心压力缓解需求、工作—家庭平衡需求和照护技能学习需求。同时,梳理N市老年人家庭照护者政策支持相关内容,发现其中存在政策服务对象和范围有限、政策支持内容和方式单一、政策宣传和实效性不足等问题,并提出完善家庭照护者政策支持体系的建议:加大立法支持,关注特殊群体;拓展服务范围,丰富服务内容;加大宣传力度,推动政策有效落实。

With the transformation of family structures,the function of family-based elderly care is gradually weakening,and the burden on family caregivers is increasing.This paper conducts interviews with family caregivers for disabled elderly in District C,City N,East China,revealing their primary needs for economic support,relief from physical and mental stress,work-family balance,and caregiving skills training.Additionally,a review of the policy support for elderly family caregivers in City N reveals issues such as limited-service targets and scope,singular forms and content of policy support,and insufficient policy promotion and effectiveness.The paper suggests improving the policy support system for family caregivers by enhancing legislative support and focusing on special groups,expanding service scope and enriching service content,and increasing promotional efforts to ensure effective policy implementation.
