共游与发展:残障儿童玩具无障碍的路径探索

Inclusive Play and Development:Exploring the Pathways of Toy Accessibility for Children with Disabilities

摘要 自从《儿童权利公约》提出儿童游戏权以来,残障儿童的游戏权保障问题逐渐得到国际社会关注。玩具作为一种普及率较高的游戏材料,对促进残障儿童休闲娱乐、认知学习、功能康复和社会参与等方面具有重要作用。文章通过分析已有法规政策与文献,梳理玩具无障碍的制度依据,从适应性、赋能性、表征性和可及性四个方面阐述其内涵,并从无障碍观念普及、玩具科技研发、玩具供给体系三个方面,提出通过玩具无障碍保障残障儿童游戏权益、增进残障儿童福祉的实践策略。 Since the adoption of the Convention on the Rights of the Child,which emphasizes children's rights to play,the issue of ensuring play rights for children with disabilities has garnered increasing international attention.Toys,as widely accessible play materials,play a crucial role in promoting leisure and recreation,cognitive learning,functional rehabilitation,and social participation for children with disabilities.The article analyzes existing regulations,policies and literature to outline the institutional basis for toy accessibility.Then,it elaborates on the concept from four dimensions:adaptability,empowerment,representation,and accessibility.The paper proposes practical strategies to safeguard the play rights for children with disabilities and enhance their well-being through the dissemination of inclusive concepts,the development of toy technologies,and the establishment of a comprehensive toy supply system.
