利益相关者视角下健康养老服务PPP项目综合评价指标体系构建

Construction of a Comprehensive Evaluation Indicator System for Health and Elderly Care Service PPP Projects from the Perspective of Stakeholders

完善的评价体系是健康养老服务PPP项目持续优化与健康发展的重要保障。文章以利益相关者理论为视角,建立健康养老服务PPP项目综合评价体系,为健康养老服务PPP项目评价提供理论依据,保障项目运营质量和顺利实施。通过文献研究,对健康养老服务PPP项目的利益相关者进行梳理,探讨其在健康养老服务递送过程中的行为特征和基本诉求,基于此,识别出健康养老服务PPP项目的初步评价指标,采用层次分析法构建递阶层次结构模型,通过专家咨询法确定各项指标权重。基于政府方、社会资本方、社会公众方三类利益相关者构建三级评价指标,其中一级指标4项,权重由高到低分别为组织建设(0.373)、项目成效(0.265)、项目投入(0.239)、项目发展(0.123),下设二级指标11项,三级指标39项。研究得出:政府方应充分发挥“元治理”职责,加强对PPP项目运营全过程监管,确保实现公共福利最大化;社会资本方应建立合理、稳定的投资回报机制,发挥主观能动性,促进实现项目运营目标;同时,项目实践应围绕社会公众消费理念和实际需求破题创新,并赋予其监督者角色,构建项目实施沟通反馈渠道。

A well-developed evaluation system is an important guarantee for the continuous optimization and healthy development of health and elderly care service PPP projects.The article establishes a comprehensive evaluation system for health and elderly care service PPP projects from the perspective of stakeholder theory,providing a theoretical basis for the evaluation of health and elderly care service PPP projects,and ensuring the quality and smooth implementation of project operations.Through literature research,stakeholders of health and elderly care service PPP projects are sorted out,their behavior characteristics and basic demands in the process of health and elderly care service delivery are discussed.Based on this,preliminary evaluation indicators for health and elderly care service PPP projects are identified,and a hierarchical structure model is constructed using the analytic hierarchy process.The weights of each indicator are determined through expert consultation.Based on three types of stakeholders:the government,social capital,and the public,a three-level evaluation indicator system is constructed,including four primary indicators.The weights of these indicators,from high to low,are organizational construction(0.373),project effectiveness(0.265),project investment(0.239),and project development(0.123),with eleven secondary indicators and thirty-nine tertiary indicators.Research suggests that government should fully fulfill its“elemental governance”responsibilities and strengthen the supervision of the entire process of PPP project operation,ensuring the maximization of public welfare.Meanwhile,social capital should establish a reasonable and stable investment return mechanism and exert subjective initiative to promote the achievement of project operation goals.Additionally,project practices should innovate around the public consumption concepts and actual needs,assigning a supervisory role,and constructing communication feedback channels for project implementation.
