专业驱动与结构阻碍:社会工作者在“五社联动”社区治理中的双重逻辑

The Professional Drive and Structural Obstacles of Social Workers in the“Five-Party Cooperation”Community Governance

社会工作者在社区治理中立足专业使命,发挥专业效能,是社区服务供给的生力军,但由于社区治理结构性阻碍的客观存在,社会工作者不能充分发挥专业效能。因此,文章旨在剖析社会工作者在“五社联动”社区治理中的专业驱动性及其面临的结构性阻碍。研究发现:一是社会工作者立足专业使命,在社区治理中起到增强服务质效,撬动治理资源、为其他要素赋权增能的引领作用;二是社会工作者在发挥专业效能时面临主体互动困境、运行机制薄弱、行政事务渗透、隐形资源流失的结构性阻碍。为此,文章从专业能力建设、主体角色定位、治理要素融合和激活社会力量四个维度,回应社会工作者在参与社区治理过程中面临的结构性阻碍,实现社区治理效能提升。

Social workers,with their professional mission and effectiveness,are the driving force behind community service supply and play a vital role in community governance.However,due to the structural obstacles in community governance,social workers are unable to fully exert their professional capabilities.Therefore,this article aims to analyze the professional drive of social workers in the“Five-Party Cooperation”community governance and the structural obstacles they face.The research findings are as follows:First,social workers,based on their professional mission,play a leading role in enhancing service quality and efficacy,leveraging governance resources,and empowering other components in community governance.Second,social workers face structural obstacles such as insufficient interaction between the participants,weak operational mechanisms,interference of administrative affairs,and the loss of invisible resources when exerting professional efficacy.Therefore,the article responds to the structural obstacles faced by social workers in participating in the community governance and aims to enhance the efficiency of community governance from four dimensions:professional capacity building,role definition of participants,integration of governance elements,and activation of social forces.
