提升残疾人就业与社会保障服务水平的策略研究——基于上海普陀区的调研

残疾人就业一直得到党中央和国务院的高度重视。2020年我国要全面建成小康,作为弱势群体之一的残疾人就业与社会保障服务水平尤其值得研究和探讨。本研究以普陀区2016~2018年三年残疾人就业和社会保障服务相关调研问卷为分析样本,以归纳分析残疾人就业与社会保障服务方面的状况和需求现状。结果发现当前残疾人规模总量持续上升,受教育水平整体偏低,就业服务供给水平和就业岗位层次亟待提高,残疾人服务专业人员不足等。基于此,本研究最后提出了促进残疾人就业与社会保障服务的对策建议。

The employment of disabled people has always been highly valued by the Party Central Committee and the State Council.In 2020,China will build a well-off society in an all-round way.As one of the disadvantaged groups,the level of employment and social security services for the disabled is particularly worthy of research and discussion.This study uses Putuo District’s 2016-2018 three-year questionnaire related to the employment and social security services of disabled people as an analysis sample to summarize and analyze the status and current demand of disabled persons’employment and social security services.The results found that the total number of persons with disabilities continues to rise,the level of education is generally low,the level of employment service supply and employment levels need to be improved,and the number of professionals with disabilities services is insufficient.Based on this,this study concludes with suggestions on measures to promote employment and social security services for people with disabilities.
