司法行政强制隔离戒毒教育管理存在问题分析

随着全国统一司法行政戒毒工作基本模式的推广,强制隔离戒毒教育在戒治工作中的重要性越发凸显,基于各种因素的影响,强制隔离戒毒教育管理存在一些问题:如习艺劳动与教育管理时间安排上的失衡,分型编队而未分类教育,教育管理的连续性衔接不当,教育管理的检查重台账、轻实效等,应构建强制隔离戒毒医疗保险制度;完善财政保障,实现习艺劳动职能的单一化,强化教育矫治职能;以信息化教学手段的运用为依托,构建戒毒学员教育社会化机制及戒毒学员教育戒治衔接协调机制,实现司法行政戒毒模式由惩罚向戒治定型发展。

Along with the development of the basic mode of judicial and administrative drug rehabilitation across the country,the importance of education in compulsorily isolated drug rehabilitation has become more and more prominent.Due to various factors,there are some problems during the administration of compulsorily isolated drug rehabilitation,such as conflict in time arrangement between skillful labor and reeducation,group administration but no classification,improper connection of education and administration,inspection only on ledgers instead of actual effects,and etc.It is necessary to establish the medical insurance and financial security systems and realize the exclusive functions of skillful labor and education.Besides,with the help of information-based teaching method,an integration and coordination mechanism should be framed for the rehabilitation and socialization of the drug addicts so as to achieve the smooth transfer of drug treatment model from punishment to rehabilitation.
