我国戒毒工作体制运行状况分析与对策研究(上)

An Analysis of Operation Situation of Drug Rehabilitation System in China and Countermeasures

我国戒毒工作体制目前存在的主要问题是:制度顶层设计系统性、合理性亟待完善;毒品禁戒管理机构职能分工不科学;政府资源和社会资源投入不足、整合不够、分配不均衡,体制运行效率不高。应从明确公安批送与司法收治的职能分工和体制运行的有机衔接、提高管控效率、实施统一的国家戒毒计划等方面完善毒品禁戒政策,节约戒毒综合社会成本,健全以司法强制隔离戒毒为主干、民间与社区专业戒毒为辅助手段的戒毒工作体制。

The major problems currently existing in China’s drug rehabilitation system include:imperfect top-level design of the system in regularity and rationality,unscientific function division of the various antidrug agencies,insufficient investment and integration of government and social resources along with uneven distribution,and low efficiency in system operation.The anti-rrug policies should be revised from the aspects of clarifying the function division and effective connection of the public security authorities’ arrest and delivery of the offenders and the judicial authorities’ adoption and rehabilitation,improving controlling efficiency,and implementing a unified national drug rehabilitation scheme,in order to improve the antidrug framework predominated with compulsorily isolated drug rehabilitation of the judicial authorities being and with private or community professional drug treatment as an auxiliary measure.
