1950年代末“全党办报”面向地方的体制建设研究

Study on the Local System Construction of“Running Newspapers by the Whole Party”in the Late 1950s

1958年毛泽东致广西省委书记刘建勋、省长韦国清的信,是新中国成立后毛泽东专门就新闻工作发表的指示信。指示信发表后,关于“全党办报”的讨论继延安《解放日报》改版后形成新的热潮。这一时期最大的变化是“全党办报”的体制设计进一步向地方下沉,强化省级及以下各级党委对党报的领导,并建立起以各级党委通讯组为核心的集体通讯队伍。地方党报的体制建设及报刊“组织”作用的强化,与党借“调动地方”与“动员群众”实现经济建设目标的工作方法高度契合,是典型经验“从群众中来,到群众中去”的政治保障和实现其效率的前提。

The letter in 1958 from Mao Zedong to Liu Jianxun,Secretary of the Guangxi Provincial Party Committee,and Wei Guoqing,Governor of Guangxi Province,was the only letter of directive on journalist work specifically issued by Mao Zedong after 1949.After the directive letter was published,discussions on“running newspapers by the whole Party”became a new upsurge following the revision of the“Liberation Daily”.The biggest change in this period was that the system design of the“running newspapers by the whole Party”was further delegated to the local level to strengthen the leadership of CPC committees at the provincial and lower levels over the Party newspapers,and the collective communication teams with the core of Party Committee communications groups at all levels were set up.The system construction of the local Party newspapers and the strengthening of the“organization”role of newspapers and periodicals were highly consistent with the Party’s working method of“mobilizing the localities”and“mobilizing the masses”to achieve the economic construction goals.It is the political guarantee and efficiency premise of the typical experience of“from the masses,to the masses”in mass movements.
