检察视角下法治副校长工作的回顾、反思与展望

Review,Reflection,and Outlook on the Work of the Vice Headmaster of the Rule of Law from the Perspective of Prosecutors

法治副校长工作制度推行至今已有二十余载,该制度在促进有关学校开展法治教育、学生权益保护、安全管理、犯罪预防和校园周边环境整治等过程中发挥了显著作用。2022年1月,最高人民检察院、教育部联合印发的《检察官担任法治副校长工作规定》进一步完善了法治副校长的相关工作制度。这一制度在推行过程中积累了不少经验,但还存在实质化履职乏力、高质效履职困难、主动性履职欠佳等问题。检察机关应从加强人员统筹、优化职能部署、明确考评机制等方面着手,发挥检察主业优势,找准普法需求,积极能动履职,以“普法+监督”形成双向合力,进一步推进法治副校长工作高质量发展。

It has been more than 20 years since the implementation of the work system of the vice headmaster of the rule of law,which has played a significant role in promoting the education of the rule of law,the protection of students'rights and interests,safety management,crime prevention and the improvement of the surrounding environment of the campus.In January,2022,the Supreme People's Procuratorate and the Ministry of Education jointly issued the"Provisions on the Work of Public Prosecutors as Vice Headmaster of the Rule of Law",which further improved the relevant work system of the Vice Presidents of the Rule of Law.This system has accumulated a lot of experience in the implementation process,but there are still some problems such as lack of substantive performance,difficulty in performing duties with high quality and efficiency,and poor initiative performance.Procuratorial organs should start from the aspects of strengthening overall planning of personnel,optimizing the deployment of functions,and clarifying the evaluation mechanism,give full play to the advantages of procuratorial main business,identify the needs of law popularization,actively perform their duties,form a two-way joint force with"law popularization and supervision",and further promote the high-quality development of the work of the vice headmaster of the rule of law.
