现代警务视角下快反单元响应机制运行困境及其解决路径——以C市公安局X区分局实践为例

摘要 近十年来,我国刑事案件、治安案件发案率持续下降,社会安全大局持续稳定,但是,突发事件造成的局部社会不安定问题不容小觑。突发事件可预测性较低,这就要求公安机关加强快反单元建设,力求在事件发生后快速反应并处置,最大程度地减少该类犯罪造成的危害后果。从C市公安局X区分局的探索情况来看,快反单元运行呈现积极趋向,但还存在如下问题,一是警力配置不够科学,二是部门联动不够紧密,三是勤务模式不够灵活。因此,应当优化人员结构、完善软硬件配备,加强跨部门联动、提升情报信息应用效能,运用发展思维动态调整快反模式运行。 In the past decade,the incidence rate of criminal and public security cases in China has continued to decline,and the overall social security situation has remained stable.However,the local social instability caused by emergencies should not be underestimated.The predictability of unexpected events is relatively low,which requires public security organs to strengthen the construction of rapid response units,strive to quickly respond and deal with incidents,and minimize the harmful consequences caused by such crimes.From the exploration situation of X District Public Security Bureau in C City,the operation of the rapid response unit shows a positive trend,but there are still the following problems:first,the ideological concept of the rapid response subject does not meet the requirements of rapid response;second,the quality and ability of the rapid response subject do not meet the requirements of rapid response;third,the departmental linkage has not formed a good operational situation.Therefore,scientific development thinking should be applied to dynamically adjust the operation mode of the rapid response unit response mechanism,optimize personnel structure,improve software and hardware equipment,strengthen cross departmental linkage and cooperation,and improve the efficiency of intelligence information application.
