What Kind of Healthcare System do We Need?

在全民医保体系初步建成、"病有所医"的目标基本实现以后,在我国开启"第二个百年奋斗目标"新征程之际,我们必须回答一个问题:我国医疗保障进一步发展的方向与目标是什么?我们需要一个什么样的医疗保障体系?本文提出,我国医疗保障的发展可分为"病有所医""病有良医"和"以健康为导向"的医疗保障三个阶段。过去七十余年我国的医疗保障走过了一条以"病有所医"为目标的发展之路,下一阶段的发展目标应当是"病有良医"。在未来十几年,"病有良医"是医疗保障发展的主体目标,与此同时也必然交织着以"病有所医"为目标的发展,同时也会逐步过渡到"以健康为导向"的医疗保障的发展。文章对"病有所医"目标阶段我国医保发展的成就和问题进行分析,提出"病有良医"目标阶段我国医保发展的关键对策,最后对"以健康为导向"的医疗保障进行了展望。

After achieving the goal of"providing access to essential healthcare"by a nearly universal health insurance system,we are now faced with the questions:where is China’s healthcare protection system heading and what kind of healthcare protection system do we need?This paper points out that the development of China’s healthcare protection system can be divided into three stages:"providing access to essential healthcare","providing access to high-quality healthcare and health-oriented healthcare".For the past 70 years,the goal was to provide access to essential healthcare.In the next 10-20 years,while consolidating access to essential healthcare,providing access to high-quality healthcare will become the major goal and a health-oriented healthcare system will gradually emerge.This paper also analyzes the achievements and problems of China s healthcare system,puts forward the key measures for the next stage of development,and finally looks forward to the health-oriented healthcare protection system.
