The Construction of a Social Security System with Chinese Characteristics for 2035: Goal-oriented Theoretical Thinking and Policy Recommendations

社会保障是保障与改善民生、维护社会公平、实现国民共享国家发展成果的基本制度保障,完备的社会保障体系更是治国安邦的重要支柱和国家现代化的标配。基于全面建设社会主义现代化国家、扎实推进共同富裕的目标要求,中国特色社会保障体系建设亦须全面进入成熟、定型发展的新阶段,并承担起更加重大的责任与使命。当前特别需要客观评估已经取得的成就、存在的问题和面临的挑战,矫正工具理性泛滥、价值理性不足的思维定势,面向2035年树立战略思维、系统谋划、高效协同的新观念,以高质量发展、可持续发展为追求目标,在坚持尊重客观规律与中国国情、确保制度统一与规范、落实共建共享与精准施策的原则下,全面优化现行制度安排,加快步入法治化轨道。中国特色社会保障体系的建成,不仅能将全体人民引入共同富裕的中国特色社会主义福利社会,而且可以为人类发展贡献新的社会保障制度文明。

Social security is the fundamental institutional safeguard for guaranteeing and improving people’s livelihood,maintaining social equity,and ensuring that all the citizens benefit from the fruits of development.A well-established social security system is a crucial pillar of state governance and a necessary element of a modernized country.To achieve the goal of building a modem socialist country in an all-round way and solidly promoting common prosperity the construction of a social security system with Chinese characteristics will enter a new development stage,in which the system becomes mature and fully-fledged,as well as assume more important responsibilities and missions.At present,it is imperative to 1)objectively evaluate the achievements,existing problems and challenges,and rectify the mindset of excessive instrumental rationality and insufficient value rationality;2)establish new concepts of strategic thinking,systematic planning,and efficient coordination towards 2035,with the goal of high quality and sustainable development;3)optimize the current social security system in an allround way and strengthen the rule of law,while considering universal laws and China’s conditions,ensuring a unified system,and achieving shared growth through collaboration with targeted policies.In sum,the establishment of a social security system with Chinese characteristics will not only bring all people into a socialist welfare society with common prosperity but also contribute to a new social secunty system for the development of human societies and advancement of civilizations.
