基于TOPSIS模型的河长制绩效评价研究——以江苏省为例 被引量:25

摘要 构建定量化的绩效评价模式,科学有效地评价河长制实施效果具有重要的意义。以河长制推行时间较早的江苏省为例,从水资源保护、水污染防治、水环境治理、水生态修复4个层面选取了17个指标,构建河长制绩效评价指标体系;利用2007~2017年相关数据,采用熵权法确定指标权重;基于TOPSIS模型构建了河长制绩效评价模型,并运用障碍度模型来诊断影响河长制绩效评价水平的指标。评价结果显示:江苏省河长制绩效评价水平在2007~2017年总体上呈上升的趋势,但在2010~2012年有短暂下降的过程;河长制评价指标权重中占比较大的为水污染防治层指标,影响河长制绩效评价水平的障碍指标同样集中在水污染防治层面,表明水污染防治工作既是江苏省河长制工作中的重点,也是难点。研究成果可为江苏省进一步完善河长制工作制度提供参考,也可为其他城市开展河长制绩效评价提供借鉴。 Quantitative performance evaluation model is of great significance for evaluating the effect of river chief system.This paper took Jiangsu Province as the research object,and selected 17 indexes from 4 aspects(water resources protection,water pollution prevention and control,water environment management and water ecological restoration)to establish performance evaluation index model of river chief system.Data from 2007 to 2017 was used to determine the weights of indices by entropy method.This paper constructed performance evaluation index model of river chief system based on TOPSIS and used obstacle degree model to diagnose the indicators taht affect performance evaluation index.The results show that the performance of river chief system in Jiangsu Province has upward trend from 2007 to 2017,but there is a temporary downward from 2010 to 2012.The largest proportion of the indexes weight are water pollution prevention and control aspect,which also affect the performance evaluation index model most.It shows that water pollution prevention and control is not only a priority but also a difficult work for river chief system in Jiangsu Province.These results provide references for improving river chief system in Jiangsu Province and carrying out river chief system in other provinces.
