“双一流”建设背景下的来华留学教育:意义、问题与对策

Education for International Students under the “Double First-class” Project: Problems and Countermeasures

来华留学教育是我国高校建成世界一流大学的基本要求,更是推进国际交流合作的重要桥梁以及国际人才储备来源。当前虽然来华留学生规模不断扩大,但学历留学生占比仅47.42%,学历层次总体偏低,且来源集中,70%以上留学生来自亚洲和非洲国家,缺乏特色优势专业,自费留学生较少;此外,近年来国内首批一流大学建设高校的留学生占比降低,部分学校留学生总数减少,学历层次也低于全国留学生平均水平,对来华留学生的吸引力有待增强。因此,亟待提高我国高等教育的国际竞争力和认可度,加大来华留学教育的投入和保障,适当引入市场化机制,促进来华留学教育高质量发展,助力我国高校"双一流"建设。

Education for International Students in China is a basic component of the"Double World-class"Project.It also plays an important role in bridging international exchanges and cooperation and attracting international talents.Although the number of international students in China is constantly expanding,the proportion of international students pursuing degrees is only 47.42%and more than 70%of them are from Asian and African countries.In addition,the proportion of international students in top-ranking universities has decreased;the total number of international students has also decreasedin some universities;and the average degree level of international students in these universities is also lower than the average nationally.Measures need to be made to strengthen China’s attraction to international students by improving the international competitiveness and recognition of China’s higher education,increasing the investments oninternational students,introducing market mechanisms as fit to promotethe high-quality development of international education in world-class universities.
