世界一流大学与国家发展:历史与逻辑——在中国教育发展战略学会高等教育专业委员会2019年学术年会的发言

World Class Universities and National Development:History and Logic: Speech at the 2019 Academic Annual Meeting of Higher Education Professional Committee of China Education Development Strategy Association

本研究系统总结了习近平总书记关于高等教育的重要论述,梳理了美国、英国、日本、韩国、新加坡等国世界一流大学发展的历史与经验,归纳了世界一流大学与国家发展和社会进步的基本逻辑,包括:世界一流大学为跨越"中等收入陷阱"提供人才和智力支撑,世界一流大学是实现社会转型的重要推动力、促进文化繁荣和生态友好的助推器、推动现代化强国经济发展的终极引擎。在此基础上,从未来中国经济社会发展对高等教育提出新要求、如何发展中国高等教育、什么是世界一流大学、建设世界一流大学的困惑、如何建设世界一流大学五个维度对中国怎样建设世界一流大学进行思考和回答。

With General Secretary Xi Jinping’s important expositions on higher education as a guideline,this paper summarized the historical experiences of world-class university development in the United States,Britain,Japan,Korea,and Singapore etc.,and put forward the basic logics between world-class universities and national development/social progress.These are:world-class universities provide talents and intellectual support to overcome the"middle-income trap";world-class universities are an important driving force to bring about social transformation,booster cultural prosperity and ecological health;world-class universities are the ultimate engine to promote the economic development of a modern,strong nation.On this basis,the paper discussed and answered how to build world-class universities in Chinafrom the following five aspects:new requirements for higher education to cope with China’s economic and social development in the future,how to develop China’s higher education,what is a world-class university,the problems in building a world-class university,and how to construct a world-class university.
