国土“三调”成果在建设用地适宜性评价中的优势分析

Superiority Analysis of Suitability Evaluation of Construction Land Based on the Results of the Third Land Investigation

城市建设用地适应性评价一般会选取土地利用现状、坡度等因素作为评价因子,但一调、二调成果存在调查比例尺偏小、调查要素偏少、变更调查机制影响地类及时变更等弊端,使得评价结果不够精准,对精细化的城市规划和管理支撑不够。国土"三调"强调了真实性,减小了最小上图面积,展开了城镇村建设用地,其成果一定程度上弥补了上述不足,在此基础上开展城市建设用地适应性评价具有良好的优势。本文以东莞市为研究区,以GIS的空间分析功能为手段,基于东莞市的"三调"成果和专项调查成果,构建因子评价指标体系,并结合层次分析法(AHP),探究并评估其区域建设用地适宜性。研究结果可为东莞市的城市规划、建设与管理提供有效的信息参考和辅助决策支撑。

Urban construction land adaptability evaluation generally selects factors such as current land use,slope and other factors as evaluation factors.However,the results of the first and second land investigation have disadvantages such as small survey scales,fewer survey elements,and changes in the investigation mechanism that affect the timely changes of land types.The evaluation results are not accurate enough,and there is not enough support for refined urban planning and management.The third national land investigation emphasized the authenticity,reduced the minimum area of the map above,and expanded the construction land for towns and villages.The results have made up for the above shortcomings to a certain extent,and the adaptability evaluation of urban construction land on this basis has a very good advantage.This paper takes Dongguan City as the research area,uses the spatial analysis function of GIS as the means,and builds a factor evaluation index system based on Dongguan’s"the third land investigation"results and special investigating results,and combines Analytic Hierarchy Process(AHP)to explore and evaluate the Suitability of regional construction land.The research results can provide effective information reference and auxiliary decision support for the urban planning,construction and management of Dongguan.The results of the study can provide effective information reference and decision support for urban planning,construction and management of Dongguan.
