俄罗斯《国家支持与发展阅读纲要》《儿童与青少年阅读支持纲要》《地区儿童与青少年阅读支持方案的制定指南》等儿童与青少年阅读领域的重要政策表明,俄罗斯充分肯定儿童与青少年阅读的重要性及特殊性,积极制定儿童与青少年阅读政策,保障儿童与青少年阅读权利,坚持政府指导、社会参与,在建立分级阅读服务标准、注重家庭阅读的基础作用、建立儿童与青少年阅读专家培养制度、重视数字阅读营销与推广等方面较有创新思路。这些对我国儿童与青少年阅读差异服务、阅读专家培养制度的确立、家庭阅读基础作用的注重、数字阅读营销推广的重视有一定参考价值。

Russia has been fully aware of the importance and particularity of children and adolescents’reading.In order to safeguards children and adolescents’reading rights,Russia has made several important policies of children and adolescents’reading,such as National Program for the Support and Development of Reading,Program for Supporting the Reading of Children and Adolescents,and Guideline for Supporting the Reading of Regional Children and Adolescents.Attaching equal importance to governmental guidance and social participation,Russia has made some innovations in the establishment of graded reading service standards,the improvement of family reading,the experts training of children and adolescents’reading,and the marketing and promotion of digital reading.All these could provide us some preferences in differential reading services for children and adolescents,in the cultivating system of reading experts,in the emphasis of basic functions of family reading and in the marketing and promotion of digital reading.
