摘要
为进一步获得广大市场主体对营商环境现状的真实感受,本文从企业视角和企业家切身感受出发,结合城市发展战略,创新性设计指标体系,并以H市企业为研究对象开展营商环境满意度测评工作,共采集问卷3002份,从政务环境、市场环境、法治环境、要素环境、创新环境、生活环境、城市影响力七个方面进行分析,得出企业对H市营商环境比较满意,小规模企业和民营企业满意度相对较低,营商环境优化重心应向企业核心诉求纵深推进等结论,为其他同类营商环境研究提供参考和借鉴。
In order to further obtain the real feelings of the majority of market subjects on the business environment,this paper innovatively designed the index system from the perspective of enterprises and entrepreneurs’personal feelings,combined with the urban development strategy,and carried out the business environment satisfaction evaluation with enterprises in H city as the research object.A total of 3002 questionnaires were collected.From the analysis of the seven aspects of government environment,market environment,rule of law environment,factor environment,innovation environment,living environment and city influence,it is concluded that enterprises are relatively satisfied with the business environment in H city,small-scale enterprises and private enterprises are relatively less satisfied with the business environment,and the focus of business environment optimization should be promoted to the core of enterprises,so as to provide reference for other similar business environment research.
