中国对外直接投资的逆向绿色溢出效应研究——基于区域面板数据的分析

Research on the Reverse Green Spillover Effect of China’s Foreign Direct investment——Analysis based on Area Panel Data

对于进入新时代的中国而言,跨国投资与绿色发展的相互交点研究正聚焦于对外直接投资的逆向绿色溢出效应分析。基于中国对外直接投资逆向影响绿色生产效率、绿色生活水平、资源环境可持续发展以及政府支持绿色发展政策的效应机制梳理,本文构建了国内分区域的绿色发展综合评价指标与二级分项指标体系并进行了年度测算,按照降序排列的得分情况为东、中、西、东北地区;运用PVAR模型的实证分析表明,中国对外直接投资与国内绿色发展之间相互影响,对外直接投资逆向绿色溢出效应较为显著性存在;动态脉冲效应分析显示,逆向绿色溢出效应在滞后一期内最为明显;提出加强鼓励逆向绿色溢出效应机制发挥作用的制度创新性设计,树立“中国绿色投资”的国家品牌形象,地方政府应围绕“相对劣势”来促进绿色发展并强化政策的执行力。

For China entering a new era,the research on the intersection of multinational investment and green development is focusing on the analysis of the reverse green spillover effect of outbound direct investment(ODI).Based on the mechanism of the adverse effects of China’s ODI on green production efficiency,green living standard,sustainable development of resources and environment,and the government’s policy of supporting green development,this article constructs comprehensive evaluation index and secondary sub-index system for green development in domestic sub-regions and conducts annual measurements,with scores in descending order for East,Central,West and Northeast regions.Empirical analysis using PVAR model shows that Chinese ODI and domestic green development interact with each other,and that the reverse green spillover effect of ODI is more significant.The analysis of dynamic impulse effects shows that the reverse green spillover effect is most obvious within a lag period.It proposes to strengthen the innovative design of the system to encourage the mechanism of reverse green spillover effect to work,establish the national brand image of“China Green Investment”,and local governments should focus on“relative disadvantage”to promote green development and strengthen the implementation of policies.
