乡村发展用地难是乡村振兴战略实施中的突出问题。用地难题在供应链视角下表现为用地供给难,在权利变动视角下表现为用地流转难,在行动理论视角下表现为用地实施难,在立法论视角下表现为用地保障制度制定难。为系统解决乡村发展用地难题,我们既需要更新理念,也需要革新制度。在理念更新方面,我们要以人民为中心,坚持新发展理念,贯彻农业农村优先发展思想。在制度革新方面,我们应以土地制度运行为主线,注重动态性和全过程。

The difficulty of land use for rural development is a prominent problem in the implementation of therural revitalization strategy. The land use problem is manifested as difficulties in land supply from the perspec-tive of supply chain, difficulties in land transfer from the perspective of rights change, difficulties in land im-plementation from the perspective of action theory, and difficulties in the formulation of land guarantee systemfrom the perspective of legislative theory. In order to systematically solve the problem of land use for rural de-velopment, we need to both update our concepts and innovate our systems. In terms of conceptual renewal, weshould put people at the center of development, adhere to the new development concept, and implement theidea of prioritizing agricultural and rural development. In terms of renewing the system, we should keep themain line of land system operation, focusing on the dynamic and whole process.
