习近平总书记指出":我们追求的富裕是全体人民共同富裕。"进入小康社会后,相对贫困持续存在,共同富裕作为中国特色社会主义的根本原则,成为"后小康社会"阶段的奋斗目标。财政作为国家治理的基础和重要支柱,是促进社会财富增加的关键工具和实现财富合理分配的直接手段。新中国成立以来,财政围绕两种社会主要矛盾的解决形成多种制度安排,实现了物质财富的长期快速增加和脱贫攻坚的胜利"。后小康社会"阶段,要构建和完善现代财政制度,推进国家治理现代化,围绕经济社会的形势变化和发展需要,发挥现代财政的共同富裕职能,科学合理安排财政政策工具,不断推进共同富裕的实现。

General Secretary XI Jin-ping pointed out that the prosperity we seek is the common prosperity ofall the people. After entering a well-off society, relative poverty persists, and common prosperity, as a funda-mental principle of socialism with Chinese characteristics, has become the goal of the"post-well-off society"stage. Finance, as the foundation and important pillar of national governance, is a key tool for promoting the in-crease of wealth in society and a direct means of achieving a rational distribution of wealth. Since the foundingof new China, finance has formed a variety of institutional arrangements around the resolution of two major so-cial contradictions, achieving a long-term and rapid increase in material wealth and a victory in the fightagainst poverty. At the stage of the"post-well-off society", it is necessary to construct and improve the mod-ern fiscal system and promote the modernization of state governance. What’s more, in the light of the chang-ing economic and social situation and development needs, it is also significant to give full play to the functionof modern finance for common prosperity, arrange fiscal policy tools scientifically and rationally, and continu-ously promote the realization of common prosperity.
