Public Crisis, Discourse Configuration and Epistemic Governance

突发事件及其公共危机通常会引发话语"大爆炸"。公共危机话语及其生成机制在话语理论中没有得到关注,它的传播机制却在危机传播学和危机信息学中受到了重视。通过对公共危机话语的类型学和认识论逻辑的分析,就能发现话语构型与认识治理之间内在的逻辑关联。危机话语构型尤其是后危机话语构型可以通过三种认识治理策略(重构公共话语对象、构建公共话语权威、完善公共话语建制)来进行引导、规范、组织和制度化。

Emergencies and their public crises often trigger a"Big Bang"of discourse.While public crisis dis-course and its generative mechanisms have not got noticed in discourse theory,its transmission mechanismshave received great attention in crisis communication and crisis informatics.An analysis of the typology andepistemological logic of public crisis discourse reveals an inherent logical link between discourse configura-tion and epistemic governance.Crisis discourse configuration,especially post-crisis discourse configuration,can be guided,regulated,organized,and institutionalized through three strategies of epistemic governance thatare reconstructing public discursive objects,constructing public discursive authority,and refining public dis-cursive institution.
