Research on the Legal Supervision Mechanism of Sports Lottery in China

体育彩票以"公益"为出发点进行公共筹资,目的是为了支持我国体育事业以及公益事业的发展。当前我国体育彩票法律监管机制方面存在监管机构权责不清、公证机构监督不力、体彩公益金的管理与使用监督薄弱等问题,严重阻碍着体育彩票业的健康发展。因此,结合我国体育彩票事业发展的实际,需要通过组建专业、高效的国家彩票监管机构、加强对公证机构监督、完善公益金监督机制来解决目前存在的问题。

The sports Lottery uses the"public interest"as a starting point for public fundraising in order to support the development of sports and public welfare in China.At present,the legal supervision mechanism of China’s sports lottery has problems such as unclear powers and responsibilities of the regulatory authorities,weak supervision by notarization agencies,and weak management and use supervision of Sports Lottery Public Welfare,which seriously hinders the healthy development of the sports lottery industry.Therefore,in combination with the actual development of China’s sports lottery,it is necessary to solve the existing problems by establishing a professional and efficient national lottery regulatory agency,strengthening the supervision of notarization agencies,and improving the public welfare fund supervision mechanism.
