Greatly Changing International Structure and the Major Power Relationship in the Governance of Cyberspace

当今世界处于大变局的重要特征是大国力量此消彼长,中美关系正在经历质变;那么在这样的背景下,网络空间国际治理中的大国博弈有何特征呢?作者首先探讨了大变局背景下网络空间对国家政治生态的影响,接下来从历史的视角分析了地缘政治因素在网络空间国际治理中的影响日益凸显,最后聚焦于当前网络空间的中美、美俄、中俄、中欧四组双边关系,研究发现网络空间已经成为大国博弈的主战场和重要工具,网络空间的大国关系在很大程度上体现为现实空间地缘政治博弈的延续。

An important feature of today’s international structure is the great changes in the balance of power,particularly the qualitative changes in Sino-US relationship;against such backdrop,how the major powers compete and cooperate with each other in the international governance of cyberspace?The author first explores the impact of cyberspace on the state actor along with the great changes,then analyzes the increasingly prominent influence of geopolitical factors in the international governance of cyberspace from a historical perspective,and finally focuses on the four groups of bilateral relations between China and the US,the US and Russia,China and Russia,and China and Europe.The author concludes that cyberspace has become the main battlefield and an important tool for the game of major powers,and the relationship between the major powers in cyberspace is largely the continuation of geopolitical games in real space.
