摘要 关注儿童福祉、优化儿童发展环境已成为世界各国的普遍共识。我国“十四五”规划明确提出开展儿童友好城市建设,全方位保障儿童权利的实现。文章对儿童友好进行了理念溯源,在实践和理论层面认识其内涵,梳理儿童友好的政策指引与地方探索。哲学视角下儿童友好是兼具内外之善的公共精神,是联结对儿童之爱的关系纽带;社会学从公共政策上呼吁儿童福利体系的完善和对儿童的权利保障;地理学聚焦于儿童成长空间的营造与地方感的建构;教育学强调培养完整儿童,将儿童友好融入教育培养。基于多维视角的意蕴阐释,文章从拓展儿童理论研究方向、保障儿童优先发展、回应人民美好生活需要三个层面探析儿童友好的时代价值。 It has become a common consensus of all countries around the world to pay attention to children’s well-being and optimize the environment for their development.China’s 14th Five-Year Development Plan clearly calls for the construction of Child-friendly cities and comprehensively guarantees the realization of children’s rights.The article traces the concept of Child-friendliness,understands its connotation from the practical and theoretical level,and sorts out the policy guidance and local experience of Child-friendliness.From the perspective of philosophy,Child-friendliness is a social public spirit and a bond of relations.In sociology,Child-friendliness calls for the improvement of child welfare system and the protection of rights from public policies.In geography,Child-friendliness focuses on the construction of child growth space and the sense of place.In pedagogy,Child-friendliness emphasizes the purpose of cultivating complete children and the integration of child friendliness into the concept of education and cultivation.Based on the multidimensional perspective,the times value of Child-friendliness is analyzed from three aspects:expanding the direction of children’s theoretical research,ensuring children’s priority development,and responding to the needs of people’s better life.
