全民阅读是公共文化服务体系建设的重要内容和目的所在。在公共文化服务体系建设中,全民阅读既改变了人们的阅读习惯和阅读方式,又显著地提升人们的阅读能力和文化素养,丰富人们的精神生活,拓展思维视野,增强社会凝聚力和文化认同感,推动社会公平和文化均衡发展。在公共文化服务体系中,全民阅读活动的参与率、阅读时间和频率以及阅读喜好和内容都是重要的公共文化服务衡量指标。在调查研究的基础上,分析全民阅读有效性的制约因素,并在此基础上提出了构建公共文化体系、提高全民阅读效果的相关对策与建议。

Universal reading is an important content and purpose of the construction of public cultural service system.In the construction of the public cultural service system,universal reading can not only change people's reading habits and ways,but also significantly improve people's reading ability and cultural literacy,enrich people's spiritual life,expand their thinking horizons,enhance social cohesion and Cultural identity,and promote social fairness and balanced cultural development.In the public cultural service system,the participation rate,reading time and frequency,as well as reading preferences and content,are important statistical indicators for national reading activities.On the basis of investigation and research,the constraints on the effectiveness of universal reading were analyzed,and based on this,countermeasures and suggestions were proposed to build a public cultural system and improve the effectiveness of universal reading.
