摘要
针对我国社科成果奖在教育部与省(自治区、直辖市)之间缺乏比较研究和协同实践的问题,本文全面整理相关的哲学社会科学评奖信息以及高等学校年度社会科学统计数据,在进行实证比较研究后得出结论并提供相关建议:(1)国家层面要把省部级社科成果奖作为评比达标表彰的重要活动之一,加强统一协调管理,省部级管理机构也应加强规范管理、力求科学决策;(2)在横向使用社科成果奖时,建议根据基点对相应指标权重进行调节以确保公平公正;(3)国家需要采取措施改善我国高等教育长期存在的地区间发展过于失衡现象。
In view of the lack of comparative research between the Ministry of Education and 31 provinces social sciences research awards in China,this paper comprehensively sorts out the relevant information and social sciences statistics of colleges and universities,draws conclusions and provides suggestions with empirical comparative research:(1) The central government must integrate and coordinate 31 provinces’ social sciences research awards,as one of Appraising,Attaining and Commending Activities.All provinces’ governance should be more responsible,standardized and scientific.(2) When using social sciences awards information horizontally,people should adjust the weight of indicators according to base points.(3) The long-standing imbalance between higher education of 31 provinces ought to be eliminated as soon as possible.
