任何治理都是在文化场域中进行的活动。治理受文化的影响,文化本身也是治理的对象。大学治理和宏观治理密切相关。大学治理现代化必须要消除文化盲点,充分理解和体认大文化情境,也要审视其组织文化基础。文化是以价值为原点的行动坐标,是符号系统,是符号互动中生成意义的过程,是活着的面向未来展开的可规划的行动。大学治理需要关注知识鸿沟和管理文化冲突,充分认识传奇和仪式的文化行动价值。在以价值澄明度和行动力度建立的二维坐标中,澄清价值,推动大学组织内外文化的双向建构,建设创价行动型大学组织文化。

The governance at any level is embedded in the cultural domains and fields.On the one hand,governance is influenced by relevant culture.On the other hand,culture is also an object of governance.University governance is closed related to macro governance.The university should be keeping its eyes on the“cultural blind spot”,making sense of the big cultural picture,and understanding its cultural bases.Culture is an action coordinate with value as the origin,a symbol system,a process of making sense of reality through the interaction of symbols,and an open system to orient future actions.University governance should pay attention to knowledge gaps,manage cultural conflicts,and fully understand the cultural action value of university sagas and rituals.Based on the two-dimensional coordinate established by the clarity of value and the strength of action,universities need to clarify their value,promote the two-way construction of the culture in and out of the university organization,and construct the organizational culture of innovation and action.
