阿联酋则卡特局社会功能初探

A Preliminary Exploration of the Social Functions of the UAE Zekat Bureau

作为传统文化的历史延续,中东阿拉伯世界对则卡特事务重视有加,普遍设立则卡特机构以关注则卡特事务。大多数则卡特机构设置较为简单,一般沿用古老的波斯迪万模式,其管理机制或管理框架未有太大变化,但这并未影响则卡特机构发挥巨大的社会济贫功能。阿联酋则卡特局亦复如此,则卡特作为伊斯兰的宗教诫命之一,在传统文化氛围浓郁的阿联酋一直得以良好的实施,并因其积极的济贫功能,对帮扶阿联酋社会的弱势群体,提振社会的向心力,以及维系和守护阿联酋传统文化,发挥着正向功能。

As a historical continuation of traditional culture,the middle-eastern Arab world attaches great importance to the affairs of the Zekat,and Zekat institutions are commonly established to focus on Zekat affairs.Most of these institutions are relatively simple and generally follow the ancient Persian Diwan model,with little change in their governance or regulatory framework,but this has not affected their ability to perform a significant socially beneficial function.This is also the case with the UAE Zekat Bureau,which is one of the Islamic religious commandments that has been well practised in the UAE,where there is a strong traditional culture,and which,through its positive role in helping the underprivileged in the UAE society,has been able to boost the social cohesion of the society and to maintain and safeguard the traditional culture of the UAE.
