Arriving in Tibet of Tolstoy and Dolan was the start that America got involved in Tibetan affairs.The visa documents of them confirmed that America recognized Chinese sovereignty on Tibet in World WarⅡ,not the so called fact that was the result of direct negotiation between America and Tibet local government.The files testified that the national government did great efforts to help Tolstoy to go to Tibet for investigation and left Tibet via Gansu and Qinghai to inland,and cautiously observed that America began to get involved in Tibetan affairs and support the reactionary force to separate Tibet with our Country.
