从“慎重稳进”到“稳中求进”:民族地区稳态发展观实践析论

From Careful Developing to Careful Progress:Practical Analysis on Steady Development in Minority Areas

回溯中国共产党领导中国社会变革一百年来的历史过程,不难发现"稳"和"进"是革命、建设、改革不同历史时期党中央推进社会变革的不变追求。在革命时期,处理很多具体事务时都强调过"慎重",直至解放区进行土地改革时,强调土地改革在民族地区实施"慎重缓进"工作方针。新中国成立后这项工作方针完善为"慎重稳进"并全面推进了民族地区的社会改革和改造。面对市场经济体制改革,党中央将"稳中求进"提升至发展总基调。这都显示出党中央在推动中国经济社会变革实践中不断完善稳态发展观。"慎重缓进""慎重稳进"和"稳中求进"在民族地区不同历史时期的实践证明,稳态发展观的本质是实事求是和因地制宜。面对新时代、新环境和新问题,民族地区在新发展阶段仍需坚持实践稳态发展观,在构建新发展格局和探索新发展思路中不断丰富和完善稳态发展观,保障民族地区各项事业稳中求进、稳中发展。

Look back on the one hundred years of Chinese Society Change under the leading of the CPC,Steadiness and Progress has always been the principle of the Party in the different historical process of revolution,construction and reforming.In the process of revolution,carefulness was emphasized in coping with practical matters,until to liberation,careful and slowly working policy was stressed in the work of land reform.After october 1949,the working policy was perfected as cautious developing and social reform and transformation in minority areas was fully promoted.Facing with the market economy system reform,the Party central committee improved the working policy of careful progress as the general principle.All of these showed the Party central committee gradually perfected the idea of steady developing in the practice of pushing forward the social economic change.Facing with new era,new environment and new problem,the concept of steady developing should still be insisted,and that should be perfected and enriched in constructing new developing pattern and exploring new developing ideas for guaranteeing all causes in minority areas be steadily developed and progressed.
