高校开展有组织科研的价值意蕴、现实困境和实现路径

Value Implications,Practical Difficulties and Realization Paths of Organized Scientific Research in Universities

有组织科研是高校科技创新实现建制化、成体系服务国家战略和经济社会发展需求的重要形式。高校有组织科研的开展有利于全面构建科技创新体系、培养新时代创新型人才、服务国家战略和社会重大需求。目前,我国高校开展有组织科研面临组织任务目标模糊化、科研活动模式趋同化、用人机制固化、协同合作机制不完善等问题。加快落实高校有组织科研,需要明确高校科研组织的目标设置,促进有组织科研的高效开展;因地制宜分类推进高校科研组织建设,促进高校优势发挥;积极探索高校科研组织用人机制,合理安排各成员职能;强化高校科研组织的协同合作,营造开放包容的科研组织生态。

Organized scientific research is an important form for universities to realize the institutionalization of scientific and technological innovation and serve the needs of national strategy and economic and social development.Organized scientific research conducted by universities is also conducive to comprehensively building a scientific and technological innovation system,cultivating innovative talents in the new era,and serving the national strategy and major social needs.However,at present,the organized scientific research undertaken by Chinese universities is faced with such problems as the ambiguity of organizational tasks and objectives,the assimilation of scientific research activities,the solidification of personnel mechanisms,and the imperfection of cooperative mechanisms.To solve these problems,it is argued that the following paths need to be pursued,including clarifying the goal setting of scientific research organizations in universities and promoting the efficient development of organized scientific research so as to accelerate the implementation of organized scientific research in universities,promoting the construction of scientific research organizations in universities in accordance with local conditions,and enhancing the advantages of universities,actively exploring the personnel mechanism of scientific research organizations in universities,and rationally arranging the functions of each member,as well as strengthening the collaboration and cooperation of university scientific research organizations and creating an open and inclusive scientific research organization ecology.
