基于“三元世界”理论的区域数字经济治理能力提升路径研究

The Improvement Path of Regional Digital Economy Governance Capacity Based on the "Ternary World" Theory

【目的/意义】随着我国经济数字化转型的深入,规范与发展将是数字经济治理的两个关键词,因此,梳理各省级区域数字经济治理能力进路,将有助于实现全方位的数字经济健康有序发展。【方法/过程】本文以我国31个省级区域数字经济治理情况为例,基于“三元世界”理论框架梳理物理环境、信息技术和社会组织三个维度的6个前因变量条件,应用模糊集定性比较分析(fsQCA)方法探究影响区域数字经济治理能力的条件之间的联动效应及其路径选择,以期因地制宜地实现各区域数字经济治理能力的提升。【结果/结论】研究表明,单一条件并不构成高水平数字经济治理能力的必要条件,并且物理环境、信息技术和社会组织条件“多重并发”,形成驱动高水平区域数字经济治理能力的5种组态,具有“殊途同归”的特点。【创新/局限】本文创新性地提出了区域数字经济治理能力提升路径,促进数字经济发展效率和治理效率的统筹兼顾,释放数据要素潜力,更好地赋能区域经济发展,提升我国数字经济治理话语权。

【Purpose/significance】With the deepening of my country’s economic digital transformation,regulation and development will be the two key words for digital economic governance.Therefore,it will be helpful to realize the healthy and orderly development of digital economy in all directions to sort out the approaches of digital economy governance capacity in all provincial regions.【Method/process】This paper takes the digital economy governance situation in 31 provincial-level regions in my country as an example,based on the theoretical framework of"ternary world",sorts out six antecedent variable conditions in three dimensions of physical environment,information technology and social organization,and applies fuzzy-set qualitative comparative analysis(fsQCA)method explores the linkage effect and path selection between the conditions affecting the regional digital economy governance capacity,in order to realize the improvement of the regional digital economy governance capacity according to local conditions.【Result/conclusion】The study shows that a single condition does not constitute a necessary condition for high-level digital economic governance capabilities,and the physical environment,information technology and social organization conditions are"multiple concurrent",forming five types of driving high-level regional digital economic governance capabilities.The configuration has the characteristic of"same destination by different paths".【Innovation/limitation】This paper innovatively proposes a path for improving regional digital economy governance capabilities,promotes the overall consideration of digital economy development efficiency and governance efficiency,releases the potential of data elements,better empowers regional economic development,and improves the discourse power of economy governance of China.
