面向突发公共卫生事件的医学科研数据管理“情景-应对”策略 被引量:1

摘要 【目的/意义】近年来,世界各地突发公共卫生事件频繁发生,对社会各方面环境造成了极大影响。在数据密集型科学的背景下,面向突发公共卫生事件提出医学科研数据管理策略,对维护社会稳定和保障人民生命财产安全具有重要意义。【方法/过程】本文通过引入“情景-应对”应急管理模式的核心思路,结合突发公共卫生事件的发展规律,基于科学数据管理生命周期理论模型提出了突发公共卫生事件的情景划分思路,并进一步提出面向此类事件的医学科研数据管理“情景-应对”框架。【结果/结论】本文以新冠肺炎疫情事件为例,根据所设计的“情景-应对”框架提出包括统一科研数据管理标准体系在内的策略性建议,以实现提升医学科研数据管理效率的目的。【创新/局限】本文从数据要素的角度出发,将“情景-应对”应急管理范式引入突发公共卫生事件的科学数据管理过程中,通过聚焦事件发展规律来提升数据管理策略的针对性。 【Purpose/significance】In recent years, public health emergencies have occurred frequently all over the world, which have greatly affected the environment in all aspects of society. In the context of data-intensive science, it is of great significance to put forward medical research data management strategy for public health emergencies to maintain social stability and protect people’s life and property safety.【Method/process】by introducing the core idea of "scenario response" emergency management model, combined with the development law of public health emergencies, and based on the life cycle theoretical model of scientific data management,this paper puts forward the scenario division idea of public health emergencies, and further puts forward the "scenario response" framework of medical scientific research data management for such events.【Result/conclusion】This paper takes COVID-19 as an example and puts forward strategic suggestions including unified scientific research data management standard system according to the "scenario-response" framework designed to improve the efficiency of medical scientific research data management.【Innovation/limitation】From the perspective of data elements, this paper introduces the "scenario-response" emergency management paradigm into the scientific data management process of public health emergencies, and improves the pertinence of data management strategies by focusing on the law of event development.
